CITY OF MEIGS
WATER SYSTEM IMPROVEMENTS
ADVERTISEMENT FOR BIDS
PART 1 GENERAL
1.01. COMPETITIVE COST SEALED BIDS
Sealed Bids for the construction of the Water System Improvements will be received, by City of Meigs, at 1006 East Depot Street, Meigs, GA 31765, until 11:00 AM, Thursday, March 5, 2026, local time, at which time the Bids received will be publicly opened and read. No bid may be withdrawn after the closing time for receipt of bids for a period of sixty (60) days.
1.02. CONTRACTOR LICENSE
Any Contractor submitting a bid must be a licensed Utility Contractor by the State of Georgia. License numbers must be written on the face of the bid envelope. No bid will be opened unless the license number is clearly shown. See Instructions to Bidders for additional bidding requirements.
1.03.
SCOPE OF WORK
The work to be done shall consist of furnishing all labor, materials and equipment necessary to construct the proposed Water System Improvements as shown on the construction drawings. In general, construction consists of improvements to the water system and it’s divided into two phases. Phase 1 includes the replacement of +/- 4,280 L.F. of pipeline, as well as retrofitting or replacing approximately +/- 422 existing water meters and installation of transmitters and collectors; Hardware, software, and training for Automated Meter Infrastructure (AMI) with GEFA-funded improvements, while Phase 2 consists of the replacement of +/- 8,969 L.F. of pipeline with CDBG-funded improvements, and all associated measures for the complete project. Time allotted for completion of work is 180 consecutive calendar days to substantial completion. Work shall be complete and ready for contract close-out with 194 consecutive calendar days. All work shall be completed in accordance with the plans and specifications. The work will be awarded in one (1) Contract.
1.04.
PLANS AND BIDDING DOCUMENTS
Copies of Bidding Documents for bidding purposes can be obtained from Watkins & Associates, L.L.C., 1606 Whiddon Mill Road, Tifton, Georgia 31793, Phone: (229) 3888823, (Office of the Engineer) upon payment of $300.00 for each set (non-refundable). Prospective Bidders may examine the Bidding Documents at the City of Meigs, located at 1006 East Depot Street, Meigs, GA 31765 or at Watkins & Associates, LLC on Mondays through Fridays between the hours of 8 A.M. and 5 P.M. Upon request and receipt of the document payment indicated above, Watkins & Associates, LLC will transmit the Bidding

be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Engineer. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Office of the Engineer.
1.05. REQUESTS FOR INFORMATION
Plan holders list, addenda and bid results are available at www.watkinseng.com.
1.06. QUALIFICATION OF BIDDERS
Qualification may be required of Bidders prior to the award of contract. At the Owner’s request, detailed written evidence such as financial data, bonding capacity, previous experience, present commitments, and other such data may be necessary to assist Owner in determining Contractor’s qualifications shall be provided per the Instructions to Bidders contained in the contract documents.
1.07. BONDS
All bid forms must be accompanied by a Bid Bond or a certified cashier’s check in an amount not less than five percent (5%) of the amount bid. All bonds shall be by a surety company licensed in Georgia with “A” minimum rating performance and financial strength of at least five (5) times the contract price as listed in the most current publication of “Best’s Key Rating Guide Property Liability”. The successful bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. All bonds must appear on the Treasury Department's most current Circular 570 Listing. Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond.
1.08. PERMITS
All anticipated federal, state, or local permits required for the project have been applied for and are expected to be approved prior to issuance of the Notice to Proceed.
1.09. GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT
All qualifying Contractors and Subcontractors performing work with the City of Meigs must register and participate in the federal work authorization program commonly known as E-Verify, or any subsequent replacement program, to verify the work eligibility information of new employees. In order for a Bid to be considered, it is mandatory that the Bidder’s Affidavit of Compliance with O.C.G.A. §13-10-91 be completed and submitted with the Bid.
1.10. FUNDING SOURCES
Any Contract or Contracts awarded under this Advertisement for Bids will be funded by a grant from the Georgia Department of Community Affairs (DCA), Community Development Block Grant (CDBG), and Georgia Environmental Finance Authority
(GEFA) Drinking Water State Revolving Fund (DWSRF). This agreement is for services

related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022. The work to be performed under this contract is under a program providing direct Federal financial assistance from the Department of Housing and Urban Development and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701 U. Section 3 requires that, to the greatest extent feasible, opportunities for employment and training be given to the low income residents of the project area, and contracts for work in connection with the project to be awarded to business concerns which are located in, or are owned in substantial part by persons residing in the area of the project. Section 3 Residents and Business Concerns are encouraged to apply.
1.11. RESERVATION OF RIGHTS
Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Owner reserves the right to waive informalities and to re-advertise.

On or about May 20, 2025 the City of Meigs will submit a request to the Georgia Department of Community Affairs (DCA) for the release of CDBG funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Water Improvements FY 2025 CDBG East Meigs Phase I for the purpose of construction of water improvements to replace the existing water system in a portion of east Meigs, at an estimated funding level of $1,062,893.00 in Meigs, Georgia.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on filed at Meigs City Hall, 1006 E. Depot St., Meigs, GA 31765 and may be examined or copied on weekdays 9 AM to 4 PM.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City Manager’s Office. All comments
received by May 19, 2025 will be considered by the City of Meigs prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Meigs certifies to the Georgia Department of Community Affairs that Edward Eason in his capacity as Mayor Pro- Tem consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Department of Community Affairs’ approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Meigs to use Program Funds.
OBJECTIONS TO RELEASE OF FUNDS
The Department of Community Affairs will accept objections to its release of funds and the City of Meigs’ certification for a
period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Meigs; (b) the City of Meigs has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by DCA; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Georgia Department of Community Affairs, 60 Executive Park South NE, Atlanta, GA 30329-2231. Potential objectors should contact the Georgia Department of Community Affairs to verify the actual last day of the objection period.
